What is it? XAPI or the Cloudmade Extracts? They are not the same, but I'm
assuming the last.

Indeed, but CloudMade has apparently been unable to fix this issue for
months. You're definately not the first person who has run into this and
came here asking what was going on, and I fear you won't be the last
either.

Normally I would wholeheartedly recommend the Geofabrik extracts, but
alas, they don't seem to carry them for North America.
