On the other hand, TOR also helps dissidents in places with restrictive governments communicate with the outside world.

     Quite a few systems block users that come from the Tor network,  particularly Wikipedia.  Tor is a popular method for vandals to not only hide their IP address but to use multiple IP addresses to evade any attempt to block their IP address.  I've also come to understand that it drives the FBI nuts when it turns out that Tor has been used in connection with a crime.
