Neither order is more correct, you have to use the layer= tag to be
100% correct.  You have some example in Girona where underground
buildings are mapped such as underground parkings.  They are buildings
nevertheless. There streets and pedestrian areas on top of some of
them, including trees, etc.  You could try figuring out which polygon
is contained entirely in another polygon and choose rendering order
based on that, this is intuitively better although not 100% correct
either, and there are lots of cases of partial overlap.
