Ah, it depends on whether the areas are representing physical objects
or not. For example, an area with "surface=grass" should have a hole
for a building, whereas and area with "place=village" obviously
doesn't need the hole.
The thing in question was a building on a pedestrian precinct - two
physical non-overlapping objects.
