[OSM-talk] A warning about gates and other barriers

  This question has been in the back of my mind, for example, JOSM has a set 
of "Allowed traffic" tags.   Does this mean the allowed traffic while the 
gate is closed, or open?    Does this mean that a pedestrian can open the 
gate and freely pass at all times?

   Does "access=yes" imply opening times, or just mean that access is 
allowed as freely as the roadway access?
