I think this discussion is about
- automated
- big
imports.
Importing 5 Streets from somewhere(tm) does not hurt, even importing 50
POIs won't hurt - even - adding address information to 200 existing POIs
wont. It's not only about the number of changes but also if the import
adds data to existing objects or creates them from scratch.
I think this is something we should evaluate on a by-case basis.
