The page for the Hungarian data set explicitly mentions what attribution 
should be used:

"A tematikus eredmények teljesen szabadon felhasználhatók, amennyiben a 
forrásra vonatkozó hivatkozást feltüntetik, az alábbiak szerint:"
© EEA, Koppenhága (2009); Készítette a FÖMI a KvVM megbízásából (2009).

Quick translation: "may be reused freely, as long as the source is 
attributed, using the following:"

So I think the Hungarian attribution is fine.
