I'm not sure what you are trying to do with this but do you know of
the ITO map? It has layers that show which ways have speed limit, lane
count and several other things tagged on them. If you are looking for
an area that has a lot of these tags present, this would be a great
way to browse the map looking for such an area. You can extract data
to work on either via XAPI queries or if you need larger data sets you
will need to process extract files or even the entire planet file.
Osmosis lets you filter out features by tags.
