What do you want to do:

1. apply diffs from OpenStreetMap to your local 18 GB planet file?

2. redistribute that 18 GB planet file within Indonesia?

3. produce an Indonesia data extract that has all data for Indonesia
and that other people can download?

4. produce diffs for distribution that *other* people in Indonesia can 
then download from your site and apply to their own local Indonesia file?

5. ...?
