For an up to date DB you could look at http://planet.openstreetmap.org/hour-replicate/state.txt for the current and then subtract 2. If you're trying to catch up an out of date DB, I think the easiest way is to browse http://planet.openstreetmap.org/hour-replicate/000/ for the right time and get it from the state file.
