With respect to "Strict Tagging Rules" .... this is my contribution :-)

would simply have "official" tags with a well defined official value 
space (we will probably always have to live with national semantics of 
tags) and everything else being our customary free-for-all  and prefixed 
with "X-" (for experimental) ... it is just a no-brainer

IETF etc. that will make everybody feel much more grown-up when this is 
implemented ...

tagging.  Write good beginner HowToMap docs with tons of examples.  Then 
point to sensible HowTos from everywhere.
