Have you ever read the tile usage policy?

How many "iDroid" apps were blocked from using OSM's tile server and
told to brew their own tiles?

The OSM project doesn't have the resources to provide ready made maps
for everyone. If you want OSM to be able to do that, then start
working on a viable plan to get those resources.
