[OSM-talk] Bing coverage - more levels

For me the tipping point is between 18 and 19. Over Leuven (Belgium)
it goes up to 19. 5 kilometers East of Leuven it's only 18 and the
difference is enormous. Then again, only a few months ago there was
nothing to work from.
