yes, I agree that it would be nice to have a different rendering for
roads based on their surface. This is not completely trivial though:
there is also another tag regarding the surface: smoothness. Somehow
who makes the rendering will have to decide which attributes to
display. Also not all roads that have another surface-tag then paved
will be unpaved: there is cobblestone, surface=asphalt, surface=gravel
(this is not paved, but it will make a huge difference compared to
surface=ground when it rains), ...
