I hope we all agree that ideally, such a "cleanup" should happen as part
of the input, i.e. not "dump shit onto OSM, hope for people to do
cleanup later" but instead "have people cleanup shit, then add results
to OSM".
In the case of GNIS this seems to come too late so your approach is the
best thing to do; but once your quality improvement script exists, it
must not serve as an excuse to wantonly importing data just because "it
can be fixed later".
It is ok for a human mapper to add things to the best of their knowledge
and then have other mappers improve it where necessary; but it is not ok
for an automated import to do that.
