Yes you can make the users create an account on OSM and then use OAuth
to write these POIS  to the DB.  See:

OSM needs to identify users to submit data to the DB so getting the
users to identify themselves in some way will be needed. Handling
anonymous tips is a hassle because you get data that you know is
probably good, but that needs more info to be useful.
