I have not looked into the details of your case, but some general advice: OSM
data, especially once you get past the "basics" like roads, POIs, etc. is often
pretty buggy. Data is often missing, incomplete, or just wrong. And mappers use
different ways of solving the same problem. And the documentation in the wiki
and other places often does not correlate with what people are actually tagging.

Properly tagging public transport is hard to do, because it is such a complex
issue. And there are multiple tagging schemes used side-by-side. You will have
to look at all the data thats there, clean it up a little, and probably use
some heuristics to add the missing information. Once you do that there is an
amazing wealth of data in OSM. But don't expect a few queries to give you all
the information you need.
