What Version of Ubuntu are you using? The packages are only available
for Ubuntu 11.04 (Natty) and Ubuntu 11.10 (Oneiric).

This is because older Versions of Ubuntu as far as I know don't have
postgresql 8.4 yet. The newest Version of osm2pgsql with its intarray
stuff however requires version 8.4 of postgresql.

I guess it wouldn't be too difficult repackage the old version of
osm2pgsql for 10.04, but I just haven't done that yet.
