A simple idea: Why can't a user give (for each edit, but default
being preferencable) the level of confidence in his data for
each changeset?

Data could then be marked as
* "Newbie, please some guy may revise my edits"
* "armchair or 'I remembered this' edit"
* "survey, this data may seem odd, but I verified it"

Similar to the fixme or openstreetbugs system.

This has the following advantage:

* Newbies can feel more confident that their edits will not
   damage the map because they can be revised.
* Everything is voluntary -> building community
* Everything is a bit anonymous in a sense that a newbie
   doesn't need an explicit "mentor" to consult before an edit
* "Experts" like myself are doing stupid edits when they
   are doing new things for the first time (transport relations,
   etc.), I would like to be able to mark some of my edits as
   "Please some local guy, check this", or "Please some relation
   expert, check this"
