Hi,

announcing OSMT - the OSM Split and Merge Tool.

It's another splitter for OpenStreetMap data. It's a bit different; I 
hope it's useful.
I wrote a detailed report about the idea, background, implementation. 
Source code and binary are availbale, it's all linked in the wiki.
