[OSM-talk] No Data overlay on OpenStreetmap.org

It moved to the "Edit" tab. Hover over the edit tab with your mouse
(don't click) and a menu will pop up with the data layer option. IMO
it should be moved back to the layer selection. Hovering over the edit
tab is about as unintuitive as it gets.
