I hope not - it's not an error. If you think all roads that are not 
through roads need noexit=yes then I think you are mistaken. The network 
geometry gives you that already. Then there is the issue of noexit for 
what? I guess it means vehicles, but often there are exits for bicycles 
or pedestrians and sometimes horses. On a few roads no-through-road 
signs are missing and the council have added no-through-road signs to 
dissuade through traffic from a road that does go through, so even the 
road signs are not completely reliable.

/me is waiting for someone to make the obvious and completely useless 
suggestion of some bonkers noexit hierarchy. noexit=bus, noexit=mouse, 
noexit=elephant, noexit=blue_whale
