I did on Windows Workstation. Should be the same on server.
Just follow the instructions for linux and do analog on windows.
It is quite straightforward. Install postgres, install mapnik, import data.

If this is too difficult you might be better using one of the other 
suggested solutions.

Most tool are developed for linux. So using Ubuntu will cause you less 
headache.
