The line osmosis croaks at is

   4312   <changeset id="4309" created_at="2006-04-21T20:39:35Z"

min_lat="38.8973862" max_lon="-77.0091105" max_lat="38.9663825"
user="tscofield" uid="867"/>

I don't see anything weird here.

This is the salient error message:
Caused by: org.xml.sax.SAXParseException; lineNumber: 4312;
columnNumber: 75; XML document structures must start and end within
the same entity.
