[OSM-talk] Licence redaction ready to begin

The OSMF has commited to keeping the last planet files (both normal and
history) available on CC by-SA 2.0 terms. I haven't heard of any change
in this policy so I assume it is still current.

PS: I personally consider that a big mistake, but then that is just me.
