as far as I know there is currently no well organized team in Mexico

Nevertheless you might get single mappers, by using different Channels

Another way is to use tools as ITO OSM Mapper to analyse the 
contribution by mappers involved in this area. One last idea is to 
contact the OSM Communication group.
