Hi Jeff!

I don't have much insight into the Potlatch2 code myself, but you can
easily call Potlach2 with your own coordinates and TMS layers and I'm
using that feature a lot.

For example http://www.openstreetmap.org/edit?lat=48.3184&lon=14.3121&zoom=17&tileurl=http://tms3857.kartenwerkstatt.at/tiles/1.0.0/OGD_LINZ_ORTHO_EPSG3857/$z/$x/$y.png?origin=nw
puts you in the middle of Linz, Austria with an orthoimages background
based on Austrian OGD data fetched from my server.
