I downloaded all ele=0 elements. There are a couple hundred that are
obviously bad but a majority of them are along the coast where this
tag is likely correct so there is no need to remove them. The others
are probably bogus and can go. I see over 10,000 of them that are in
an NHD import in Colorado.
