What do you mean by "Java API"? The wiki page you linked has several
java entries on it. Osmosis has an API that you can write plugins
against to do things with OSM data. JOSM has functions to talk to the
OSM server to download and upload data. JMapViewer is an API to create
desktop applications that display map tiles. So yes, there are several
OSM related Java APIs out there.
