[OSM-talk] How to add, edit, remove tag for an object without Potlatch, Merkaartor or JOSM ?

Hi,

How to add, edit, remove tag for an object without Potlatch, Merkaartor 
or JOSM ?

For example. For France, I'd like to add tag name:ty.
- I try on JOSM.
- I search france. It results many names with france.
- I select | Name : France, Europe | Type : boundary | Class Type : 
administrative | Bounds : … |. At the bottom, a red message appears : 
Download Area too large; will probably be rejected.
- I click the button Download. A Bad Request box appears : The OSM 
server 'http://api.openstreetmap.org/api/0.6/' reported a bad request. 
The area you tried to download is too big or your request was too large. 
Either request a smaller area or use an export file provided by the OSM 
community.

I was thinking to add the tag name:ty for the object france, but I don't 
know how to do.



But Maybe I'm wrong in the way. Because with japan, it works.
- I try with Japan.
- I search japan. It results many names with japan.
- I select | Name : Japan, Asia | Type : place | Class Type : country | 
Bounds : … |. At the bottom, a grey appears : Download area ok, size 
probably acceptable to server.
- I click Download. Datas are downloading and a small icon Japan appears.

What's the difference ?
