Before we go further with policy edits, perhaps we should make sure that
everyone understands the goals and that there is a consensus about
them... That will make the resulting rules or guidelines more acceptable.

Let's focus on the item that triggered the current debate : the
requirement for a separate account when imports are involved.

>From what I have understood in the recent threads (please correct - or
lets put that in some wiki space), the reasons for requiring a separate
account when imports are involved are as follow :
- Identify the import as an import (itself a sub-class of mass edits) to
let moderators focus on that class of potentially widely damaging changes.
- Provide context about the import, such as a link to a page clarifying
license, attribution, quality and methodology issues specific to the
source of data.
- Let moderators easily identify all edits derived from a particular
source of data, so that they can be processed or reverted if grievous
license issues occur with that source.
- Let moderators easily identify all edits by a particular contributor,
so that they can be processed or reverted if grievous quality issues
occur with that contributor.

Are there other goals that I have missed ?

Once there is agreement on the goals, I believe that we'll find it
easier to agree on the means.
