Cadastre is sometimes an import, sometimes not. Using the same data 
source, you may upload tons of buildings, or draw a single house thanks 
to cadastre WMS-like service as a background layer. In the end all 
buildings, without any difference, will get the "Cadastre xxxx" source tag.

Both have the same source tag, which is a request from the French 
Cadastre authority.

A reason for a dedicated import account (read above in this topic) is 
that it helps to make a distinction between data sources in case of 
incompatibility between the source and a new licence. Let's assume 
French Cadastre Authority changes its mind and revokes any right to use 
its data in OSM. Cleaning the database will not consist in reverting 
changeset of "imports", no. The only criteria for removing French 
Cadastre data will be the value of the source tag. Both buildings above 
will have to be suppressed. it is not a matter of import here.

A lot of contributors mapping in France use Cadastre in such both ways : 
massive uploads and single edits using the same source. Such a mix make 
a dedicated account useless in this case. That's why I think that, as 
you say Richard :
