"robustness" is about the behaviour of the system in case of failures.
In this case all servers (which might be a lot in the future) depend
on a single server to give out IDs. If that one doesn't work (or the
network to it), the whole system fails. Of if a random server requests
huge amounts of ID blocks it could bring down the ID server or we could
run out of IDs.
