-1, a track is never a proper road, otherwise it won't be a track ;-)
but a track with tracktype=grade1 will always be paved (asphalt or concrete) or have similar characteristics (compacted hardcore and very even)

how could that help? You will have to know the road in order to make the classification without guessing  ;-)
