They quote "Geonet" as their source. A search for "Geonet" finds
"geonet.org.nz" as the Website. They use OSM and attribute it properly (small
"Copyright" link under map that pops up more information). (They also
say "Tiles courtesy of MapQuest", but thats not the case. The tile style is
obviously the standard OSM style and they serve them from their own server
which seems to have pre-computed tiles for NZ.) So Geonet is okay.
As for the use by NZHerald I would think this falls under "fair use".
