I think you're talking about a different kind of "how to" question. End
users should go to a place like help.openstreetmap.org to ask questions
about how to accomplish certain tasks. Developers and those who want to
create their own instance of iD should go to the issue tracker. Your
example about customization is a perfect issue to create, because it means
there's a lack of documentation, and creating an issue will bring it the
attention of developers who can then add the missing documentation.
