I'm not an OSM website admin, but I do run a site that uses a CAPTCHA
and my experience is that in recent times it has become almost completely
ineffective. The spam posts are created by real humans in low-wage
countries who easily pass the test. I have recently, regrettably, decided
to block by IP ranges for the countries concerned. OSM may not feel that
it is able to be so draconian.
