If I'm not mistaken, even when you "black out" the background imagery in
iD, the background images are still being loaded when you drag the map.

Potlatch2 has a choice to really turn of the background. That's what I
always do when dragging the map in area's with lots of data. It really
makes P2 much more responsive.
