OSMStats uses it, and it counts values as if they were single objects. For its
purposes, this is enough: an amenity=bar;cafe gets counted both as an
amenity=bar and an amenity=cafe.

I can't tell whether this approach makes sense in every scenario, but right
nown I can't think of any reason why it would be bad (maybe just because I'm
going to bed).
