[OSM-talk] Who interprets semicolon in tag values?

Maybe not the best example, but one where it is often difficult to decide which tag to use.

Often an amenity or shop will fit more than one category. For example a café-tabac? Pub/tobaconist/newsagent?

besides that hotels are mapped as tourism=hotel
