Like for a bus route, a relation let's you follow the path and see the infrastructures associated with this. 

Look for this example at this relation that combines various ways. You can also include nodes. For a bike circuits, the various services along the circuit could be included to better document. why would you need a relation for this? There is already a spatial relation as soon as you insert this stuff.
