[OSM-talk] Mapping of temporary features/conditions

Hello,
I am preparing a talk to introduce new mappers to OSM.  I want to provide
them some guidance as to what general things we map and don't map.  The
beginners guide provides much of this.  One thing that is not addressed is
the mapping of temporary features/conditions.  It seems common sense to me
that we don't map very temporary things, such as cars in parking lots or
snow cover (unless it is a year-round snow field or glacier).  However, I
cannot find anything on the wiki that explicit states this.

I did read the wiki page for the crop=* key[1] which states "it is
recommended that this tag only be used for areas where the same crop is
repeatedly (e.g. grown year after year). Otherwise it is easy for the value
to become inaccurate in OSM." This seems to support my point, albeit only
for the specific case of crops.

I also read the wiki page on the temporary:date_on=* tag[2] which seems to
suggest some temporary things can be mapped, but they should be tagged as
such.

A) Is there agreement to generally not map most temporary
features/conditions?
B) Is this explicitly documented on the wiki? Can someone provide me a
link?
