[OSM-talk] Color picker app

Looking at the @talk on preferred colours, there is space for a collective colour picker app. More fitting / less fitting, cartographically.

I bumped a couple of key emails over to Steven Kay, the gifted cartographer in the Scottish community, i know he's done vaguely similar things before. He did a tartan generator, does pattern back-perception amazingly well.
