After talking to the main producers of the standalone bike repair stands,
I estimate there are roughly 5,000 worldwide, and rapidly gaining.

Should you run into a repair station, iD and JOSM now have presets for the tag.
One vendor has opened their data

Note: Until now mappers have using various hacks to express this type
of feature. Those included:

amenity=bicycle_parking with a capacity of zero
tourism=information
shop=bicycle with tags indicating the shop does not sell anything

I'd say no, this tag seems to have a nice clean definition as the self
service public location type station.
