It seems to be a result of a misguided discussion on the tagging list,
which came to the conclusion that data consumers need to be protected
from the (typically very low number) the dangerous non-standardize
highway tags.

Naturally this is at odds with some basic principles of OSM and doesn't
change the fact that data consumers have to be able to deal with unknown
tag combinations in any case.
