No - multipolygon and coastline mapping of lakes in parallel has existed 
for a long time.  The only consensus is that coastline tagging of lakes 
is purely a right of continuance and should not be newly added.

Situation might have changed since then since the Russian lakes are now 
the only ones remaining with coastline tag.
