[OSM-talk] Questions about levels and fractional levels as well as how to handle them.

Hi John
IMHO (but others disagree), the model in SIT is simply to number the
levels sequentially , starting with 0 (where ever the appropriate ground
floor is) and leave everything else to labelling/naming of levels. But
as already said, others disagree and we even already make a bit of an
allowance for directly using the level numbering in non straight forward
cases with non_existent_levels.
I would suggest moving the discussion to the tagging list or better the
indoor forum (https://forum.openstreetmap.org/viewforum.php?id=67).
