Good catch. So, it is no good as an example for that. But no matter, I
think the idea got across anyhow.

I can't really answer that. I'd define it as "Topic has been brought up
to the public and there are no justified and irrefuted objections."

Sure, the wiki is to be taken with a pinch of salt (I think I do not
need to elaborate why), but it is the only documentation we have.
Everyone, (new) users, data consumers and app developers simply will
always consult the wiki.
Because the wiki has such a central importance, the (unwritten?
written?) rule is that parts that explain what has to be mapped how
should only be done to document the status quo (if it is explicitly
stated as such) or better after finding such a consensus.
