You may want a definition of 'local' and 'regional'.

That varies across the globe.
When a 'local' cop in Birdsville, Australia has a beat the size of the UK you may understand the difficulty of defining 'local'.

Best left fuzzy to adapt for the place, with 'local' being a smaller area than 'regional'.
