regarding multiple values, this is not generally agreed to be undesired, particularly not in all cases. While it could probably create problems for “feature tags” there are also some properties where multiple values are generally accepted, e.g. values for brand, or several people in subject, architect or other similar situations.
There is already ample information on this page about the topic: https://wiki.openstreetmap.org/wiki/Semi-colon_value_separator
IMHO it is not helpful adding more secondary information for all eventualities on the page which describes the proposal process. If there isn’t already, it could be stated that people are encouraged to confront their ideas first with the community (e.g. tagging ML, local ML, forum etc.) rather than spending a lot of time with preparing a proposal in isolation, just to find out later that there is already an alternative way to represent what they are after.
